The International Civil Aviation Organization (ICAO) was established by the Convention on International Civil Aviation (The Chicago Convention) in 1944 in order to promote safe and orderly development of international civil aviation. The Organization is a specialized agency of the United Nations, and has 191 Member States as of today.
ICAO as the international body governing international civil aviation is competent to promulgate Standards and Recommended Practices (SARPs) which constitute the Annexes to the Chicago Convention. Hence, the Organization has pioneered in the development and implementation of common rules in the field of civil aviation. The scope of activities of the Organization continues to expand in parallel to the developments in aviation technology and in international relations. In this regard, while in the early times, ICAO developed standards related exclusively to safety, particularly in the aftermath of the September 11 attacks, aviation security has become one of the major concerns for the Organization; similarly, in line with the increasing awareness on the environmental protection, prevention of environmental damage stemming from civil aviation has also become one of the basic objectives of the Organization.
Given the critical importance of the Organization, effective implementation of the ICAO standards and active participation in the work of the Organization are of utmost importance. Today, as more than two billion people annually travel by air, it is crucial for our national aviation sector to duly implement the ICAO standards and to keep up with the developments within the Organization.
Turkey became a founding member of the Organization by ratifying the Chicago Convention in 1945. Since its establishment, our country has been actively involved in the work of the Organization. In fact, the implementation and enforcement of the provisions of the aviation conventions and the ICAO SARPs have been given special concern by the Directorates General of Civil Aviation (www.shgm.gov.tr) and State Airports Authority (www.dhmi.gov.tr) of the Ministry of Transport, as well as other relevant bodies in Turkey.
